Not too sure what you mean here. If you want text and an associated image to stay together while developing your site, just select both objects and group them so they can be moved around as a single object. If I’ve misunderstood, please explain further.
Not in the same terms as a word processor does. You can however divide a page in layout blocks, so that when you change content in a layout block above the text+image, the layout block containing the text+image will move when you resize the layout block above. That’s one of the main reasons for using layout blocks actually.
